🧪 Moving the body and footer into tailwind

The essentials are coming together. Still need to do buttons and a few pages that have custom styles. Undecided whether I like this way of working better and whether we'd want to commit to it for the project. It's actually really nice from the reusable recipes point of view, but it seems a little harder to pattern some things well (eg. the height calculations, though being able to define things in tailwind.config.js actually might get us the same thing). I'm interested enough that I'd like to continue working on the experiment, but I'd probably like to run it by Lachlan before committing.
